She created an 80s punk rock look mixing separates like her thigh high Louboutins, bedazzled studded stonewashed short shorts, and two blue jean shirts--with one tied at the waist.

Judging by the weather in London this time of year (and seeing that everyone else in the photos are wearing jackets and sweaters), it's clear that the shirt being worn under the pants are to protect her thighs from the cold.
